2011-3Q: SIMPLer: SAND Minimum Amount Owed

New option has beed added to SAND (Subscriber Auto Notification / Disconnection) feature that allows to specify minimum amount owed which SAND runs for. Earlier SAND ran for each customer who was due no matter what was the amount due. Now it is possible to set the minimum amount. If customer is owing less than specified value SAND will not notify / disconnect them The option can be found under "settings->Modify WISP (Subscriber Auto Notification / Disconnection section)".
