2019-4Q: Cronjob - Hotspot: Turn off used up customer accounts

A new feature has been added to enhance the Hotspot / Cronjob functionality.

It allows for an operator to automatically toggle customer accounts with used up tokens status to 'post' (upon purchase of new tokens / recharging customer account will be changed to 'current').
