2019-3Q: SIMPLer: Autotax - TAX Level

A new feature has been added to enhance the autotax functionality. It allows for an operator to define tax levels for the given tax rates. This way some taxes can be on top of other taxes

To make use of this feature:

1. Define Tax Level under Settings -> Tax Rates

2 Taxes will calculate appropriately based on the level defined
