2017-1Q: SIMPLer: Network Scan - Update site based on NAS IP

A new option has been added to the global WISP settings that will enable a weekly scan which will update a customers Site based on the IP address of the NAS the customer last authenticated on.

When this option is enabled (set to "on") a weekly scan will cycle through all "current" customers who are assigned to WIBs which have RADIUS accounting enabled. For each customer, SIMPLer will take the IP address of the NAS where the customer was most recently authenticated and search for that IP in the basestation table. If found, the customers account will be updated with the site that the equipment is assigned to.
