2015-3Q: EUP: Ability to turn OFF Auto-Payment in EUP

A new option has been added to the WISP Settings that will let Operators decide whether or not their customers can turn off auto-payment in their EUP (End User Portal).

The option can be found under End User Portal Section of WISP Settings (ie. Settings -> Modify WISP)
