2014-1Q: (v001): EUP: Enable Auto-Payment Checkbox

New option has been added to the SIMPLer system global settings that will allow Operators to enable or disable auto-payment checkbox in End User Portal. Option is available under global WISP settings (ie. Settings -> Modify WISP), section "End User Portal Settings" (see fig. 1)
