2013-4Q (v001): EUP: Custom Payment section - display options

A new option has been added to 'End User Portal' section of operator settings page (Fig.1) in SIMPLer that enables operators to choose for what type of customers they want to display the 'Custom Payment' section (Fig. 2) under End User Portal.
