2013-4Q (v002): Billing: Send email when subscriber signs up for Auto Pay

A new feature has been added to SIMPLer to send an email to the Operator accounts email address notifying them about customers who have signed up for auto-payment via SIMPLer's End User Portal. To enable the feature go to the "Settings" -> "Modify WISP", scroll down to the "End User Portal Settings" and turn on the "Email Operator on EUP Auto-Payment sign-up " option.
