2014-4Q: Network: Throttling Data Exemption

New feature has been added to the SIMPLer system which allows Operator to turn off Data Usage increase when customer is in a "throttled" bucket. There is a new exemption group called "throttling exemption" where data used during the throttling period will be allocated to. Feature is useful for Operators using Throttling in cooperation with Overage Allowance. If "Throttling Data Usage Exemption" is enabled on the Operator instance then customers usage during the "throttling" period will not get counted against the customer monthly CAP.

To enable the feature go to the WISP Settings and enable "Throttling Data Usage Exemption" option under "Subscriber Auto Notification Disconnection" section
